BLUF: This mailbag provides clarification on current policies, as outlined in SOP 4a which is still in effect. 1. ROM Policy. a. Members who are ordered to ROM or isolate by a competent medical authority while on orders will follow that guidance. If an isolation order requires member to remain on station past their order end date, they may request order extensions to remain for the period of ROM or isolation. b. If supported commands require a ROM period prior to execution of orders, then OSOs must include that time in the overall order set. Orders requiring a front-side ROM should be written for not less than 60 days. c. Per the NAVNORTH FRAGO, ADT ROM orders are still only being issued for those members returning from OCONUS to CONUS. Members must sign a page 13 acknowledging ROM requirements to initiate the order process. d. Members who are returning from OCONUS orders shall sign the appropriate Page 13, which will initiate the ROM AT/ADT orders process, if desired. e. All ROM orders are written to a member’s home of record (HOR). Per the JTR, funding is not authorized for additional lodging expenses when member is ordered to his/her HOR. f. ROM orders must begin immediately upon return CONUS from OCONUS and must continue uninterrupted for 14 days, as delineated in the signed page 13. g. If members on ROM orders become COVID-19 positive, they must contact CNRFC N31/N9 to coordinate with order extensions (if applicable). h. ROM orders are not being issued for any members coming off CONUS orders, even if members may have come into contact with COVID-19 positive individuals. Per NAVADMIN 080/20, such individual should implement CDC self-observation and implement social distancing guidelines. i. Members who become COVID-19 positive subsequent to completion of Navy orders must immediately report their condition to their NRA. They may also utilize the Line of Duty (LOD) process for additional medical and financial support. j. Any situation not covered in the above guidance shall be treated as a request for exception to policy and routed through CNRFC N31 for adjudication. 2. COVID-19 Orders WRT mobilization a. Mobilization authority (12302) has been authorized (but not yet implemented) ii. Final approval for all mobilizations rests with SECDEF. b. In order to provide the maximum protections and benefits for our Sailors, mobilization (12302) orders are the preferred method of direct support to COVID-19 requirements. c. 24/7 Chaplain Hotline For Reserve Sailors
In response to the COVID-19 crisis, Commander, Navy Reserve Forces Command (CNRFC) Chaplains Office is launching a 24/7 chaplain hotline starting Apr. 1.
This is an around-the-clock on-call phone service for Reserve Force personnel and their families who have been affected by the COVID-19 national emergency and are in need of counseling and spiritual services. The CNRFC 24/7 chaplain line is available at (757) 322-5650 for all Navy Reserve Sailors. “There are a lot of Reserve Sailors out there who are experiencing stress,” said CNRFC Command Chaplain Capt. Brian J. Stamm. “We see this as a healthy outlet. Some individuals may not be willing to talk to somebody about some concerns, particularly concerns about mental health issues if they thought the conversation was not 100% confidential. This provides a safety valve.” Only Navy Reserve force personnel, active duty assigned to a Reserve command, and their families are authorized to use the service. Active duty Navy (not assigned to a Reserve command) and civilian personnel are encouraged to use chaplain resources available locally at their command or installation. “In any crisis, making sure you have someone to reach out and talk to is a way of reassuring hope,” Stamm added. “When you start to lose hope in a situation, you very easily lose perspective. That’s one thing we hope to do by providing a duty chaplain as someone you can call.” Stamm says his new guidance to Reserve Sailors in light of the ongoing COVID-19 response is to wash your hands and pray. “If you are religious, remember prayer is always a good practice. We have a prayer posted on the CNRFC website that will be changing every couple of weeks.” The Navy Reserve takes pride in being a ready, agile force providing valuable and vital support to the Navy and the Nation.
