RESERVE OFFICER LEADERSHIP COURSE

This GovDelivery the first in a series of FY18 updates regarding Officer Leadership. The Senior Officer Leadership Course (SOLC) and the Reserve Intermediate Leadership Course (RILC) schedules can be accessed via Catalog of Navy Courses (CANTRAC) at https://app.prod.cetars.training.navy.mil/cantrac/vol2.html using SOLC CIN A-7C-0612 and RILC CIN H-7C-0105; please note that classes that do not meet the registered 12 student minimum two weeks prior to the class convening date will be canceled.

Reserve Officer Leadership Course (ROLC) Guidance:

1. The Commander, Navy Reserve Forces Command required officer leadership courses (RILC and SOLC) are delivered by the Naval Leadership and Ethics Center Reserve Component (NR NLEC).

2. ALNAVRESFOR 05/2011 outlines leadership training requirements for Navy Reserve officers. The following courses (when completed) satisfy the five year leadership training periodicity requirement as outlined in ALNAVRESFOR 05/2011.

a. The SOLC is a two day course for Captains and Commanders. It is facilitated at select Navy Operational Support Centers (NAVOPSPTCENs) as stand-alone courses.

b. The Reserve Intermediate Leadership Course (RILC) is a two day course for Reserve Lieutenants and Lieutenant Commanders and is facilitated at select NAVOPSPTCENs nationwide. Until the Reserve Division Officer Course comes on line, Reserve Ensigns and Lieutenants Junior Grade may attend RILC. The RILC curriculum models the Active Component Intermediate Leadership Course, which was released during FY17. These courses update leadership training provided to the total force and reflect updated approaches to support all officer communities.

c. No waivers to the rank requirement for course enrollment and attendance, other than those noted for RILC, will be granted.

3. The schedules for SOLC and RILC can be accessed via CANTRAC at https://app.prod.cetars.training.navy.mil/cantrac/vol2.html

4. The course identification numbers are as follows:

a. SOLC CIN: A-7C-0612

b. RILC CIN: H-7C-0105

5. The Course Data Processing numbers (CDP) for all courses are as follows:

a. SOLC CDP: 12TC

b. RILC CDP: 18BH

6. Quotas for all courses shall be requested via NAVOPSPTCEN, Squadron, or Echelon V Training Officers. Training officers require Enterprise Naval Training Reservation System (ENTRS) access for all subordinate UICs and RUICs and shall use ENTRS to obtain quotas for their assigned personnel. Prospective students shall coordinate with their NAVOPSPTCEN, Squadron, or Echelon V Training Department to reserve or cancel leadership course quotas via ENTRS.

7. ROLC specifies:

a. Unless otherwise indicated in CANTRAC, all SOLC and RILC classes will be held at the NAVOPSPTCEN in the listed locations.

b. Classes will start at 0730 and generally run to 1630.

c. Uniform of the day is Navy Working Uniform (type 1 or 3), flight suit, or service khaki.

d. NR NLEC delivers all courses via mobile training team. The team has no affiliation with or special knowledge of the NAVOPSPTCEN or training locations. Administrative and/ or logistical information for each NAVOPSPTCEN, including reporting instructions and berthing/ messing, can be found on the Navy Reserve website: https://private.navyreserve.navy.mil/pages/default.aspx. Under the command dropdown, select Reserve Component Command and NAVOPTSPTCEN. Contact the Command Duty Officer at the number listed.

e. NR NLEC does not generate missions, requirements, or approving orders in the Navy Reserve Order Writing System (NROWS) for prospective students attending courses. Coordinate all NROWS generated missions, requirements, and orders with NAVOPTSPTCEN, Squadron, or Echelon V commands.

f. Active Duty Training (ADT) Schools is the primary funding source for Officer Leadership Training, per the COMNAVRESFORCOM N7 ADT Schools FY18 Missions and Prescribed Funding lines (https://private.navyreserve.navy.mil/cnrfc/N-Codes/N7/ADTSchools/default.aspx). Voluntary Training Unit officers will use ADT Schools orders to complete leadership training. Requirements and orders must be coordinated via NAVOPTSPTCEN, Squadron, or Echelon V commands.
